UP Govt Approves GIS-Based Master Plan 2031 with Focus on Transit-Oriented Development

The city of Ghaziabad is all set to step into a new era of planned and smart development with the launch of the GIS-Based Master Plan 2031 approved by the Uttar Pradesh Government. This plan will guide how Ghaziabad, Loni, Modinagar and Muradnagar grow and improve over the next coming years.

One of the most important parts of the plan is the focus on Transit-Oriented Development (TOD). This approach focuses on building more homes, shops, offices, and public spaces near metro stations and other public transport routes. The aim is to make it easier for people to walk, use public transport and rely less on cars.

What the Plan Includes

As per the plan shared by the Ghaziabad Development Authority (GDA):

4,261.43 hectares of land will be used for development along the RRTS (Regional Rapid Transit System) corridor.
• 636.61 hectares will be used for TOD along the Blue Line and Red Line Metro corridors.

These areas will have a mix of residential, commercial and industrial buildings. People will be able to live near their workplaces, shops, schools and public transport, making life more convenient and saving travel time.

Ghaziabad Master Plan 2031:

The Master Plan 2031 will cover 32,017.81 hectares, which is a 27.56% increase compared to the last plan. It will support a population of 6.47 million people.

Land will be used for different purposes:

Residential: 12,869.32 hectares
• Commercial: 744 hectares
• Industrial: 3,531.15 hectares
• Mixed Use: 552.74 hectares
• Recreation (parks, green areas): 6,032.44 hectares
• Transport: 4,120.95 hectares

Special Development Areas (SDAs)

The Master Plan 2031 also includes Special Development Areas in:

• Guldhar 510.56 hectares
Duhai – 549.5 hectares

These areas will allow taller buildings and mixed-use development to support more people and businesses in a smaller space.

What is Transit-Oriented Development (TOD)?

Transit-Oriented Development (TOD) refers to compact, mixed-use communities built around high-capacity public transport hubs. The concept promotes:

  • Increased use of public transport
  • Walkability and reduced traffic congestion
  • Efficient land use and infrastructure investment

Global cities like Singapore, Hong Kong, Stockholm and Washington D.C. have successfully adopted TOD to align real estate development with transit networks, resulting in sustainable and thriving urban areas.

Focus on Transit-Oriented Development (TOD)

One of the most exciting features of the plan is Transit-Oriented Development (TOD). This means more homes, offices and shops will be built near metro stations and RRTS (Rapid Rail) corridors. People living in these areas will have better access to public transport and won’t need to rely heavily on cars.

  • TOD zones have been planned around:
    • 8 Namo Bharat RRTS stations
    • Metro Blue Line and Red Line corridors

The plan allows taller buildings and mixed-use spaces in these TOD zones, creating walkable, well-connected communities.
